Q:

We are project coordinator and in our project we have several partners that for the first year fall into clause 39. We will have an audit, but the auditor cannot give a statement for those partners that fall under clause 39. Will this affect their pre-financing for the coming period?

A:

The amount of financing for any partner without an audit certificate (i.e. is not required to prepare an audit certificate – voluntarily preparing an audit certificate would normally mean that the audit cost will not be funded by EU), will have funding of 85% of normal funding level based on actual cots reported. So yes, it should affect the amount they receive till they are required to provide an audit certificate.
