Effectively you are saying that part of the project was funded from the general budget, but not from an outside source. The expenses should be reported in full and there is no income to report form outside parties (and therefore no receipts for form C). The funding will be capped at the original budget (unless all the partners have agreed some shifting between them within the total project budget, which the PO has agreed).
