If the contractor normally or regularly has staff working from their own homes, not charging for use of home and receiving remuneration similar to staff levels (who do work at company premises) but all other conditions of in-house consultant are fulfilled, then we see no reason that they cannot be “in-house” consultants. We understand that this is also the view of many Project Officers. A problem arises where staff work from their own “real” offices, using their own equipment, and materials etc. and having their own overheads. |
