Q:

Is a partner in a STREP project using the AC model, allowed to transfer labour cost to travel and hardware without exceeding the initial budget? And if so, does he need the written approval of the project officer for this?

A:

In FP6, as long as it is justifiable and the work is completed properly as laid out in Annex II, you do not require the PO’s permission. However, check your CA, you may need your partners agreement.
