Q:

Is there a limit for budget transfer from one cost category to another? If it's justified, is a partner allowed to transfer its personnel cost budget to a subcontracting cost?

A:

This is not FP5. There are no cost categories in FP6 – only activities. Therefore you can do what you like as long as the overall is the same and you are within the contract.
