Claims for costs in each period statement are on the basis that the expense has been incurred. Even if the service has not yet been provided, but must be paid in order to secure the services after the period end, in our opinion the expense has been incurred. This would particularly be the case where the payment would be forfeited in full (or perhaps even in part) if the order is cancelled.
