No. Most likely the conditions and criteria will change between FP6 and FP7. Projects under FP6 will have to be funded entirely with FP6 funding. Their duration can for IPs go up to 5 years and for NoEs in exceptional cases up to 7 years. The only way more funding can be assigned to a running project is via a call for proposals.
